UK further education
In the Education Reform act of 1988, ‘further education’ is redefined as: a) full-and part-time education, other than higher education, for persons over compulsory school age (including vocational, social, physical and recreational training); and b) organized leisure-time occupation provided in connection with the provision of such education. It is the responsibility of colleges of further education, many of which also offer higher education courses. The great majority of such colleges are controlled by local education authorities (LEAs); it is the duty of every LEA to secure the provision for their area of adequate facilities for further education. The Further Higher Education Act 1992 stipulates that further education colleges be transferred out of local authority control, and responsibility and accountability be given to principals and governing bodies. It is the responsibility of the new Further Education Funding Councils (q.v.) to secure the provision for the population of sufficient facilities for full-time education suitable to the requirements of persons over compulsory school age who have not attained the age of nineteen years.
